Half Plate is fairly light, it's 40 lbs, less than Scalemail, or any Heavy except Ringmail (which is also 40 lbs). Breastplate and Chain Shirt weight is low, at 20 lbs.

So medium armor with no strength requirement or stealth penalty is far from unprecedented. And yet, Aarakocra specifically says that they can't fly in medium armor.
