Sorry for late reply, you’ve probably already been. I don’t remember seeing any signs saying no dogs but I doubt you would be able to take dogs in there.

Yes, but not easily or quickly. From the city, expect a 2.5 hour journey by train and bus, in each direction. Alternatively, rent a car for the day and you can be there from the city in one hour. Rent-a-Bomb has cars from $33 per day, which will work out cheaper if you share with at least one person. If you're determined to use public transport, then I suggest using the PTV (Public Transport Victoria) journey planner website to plan your trip.
